On the run for 20 years, Joseph Kony still "active" within the Lord's Resistance Army
In recent months, the east of the Central African Republic has been hit by several attacks attributed to the Lord's Resistance Army (LRA), a Ugandan militia that is notorious for its massacres and abductions of mass children in the 1990s and 2000. Seeked by the International Criminal Court for over 20 years, its head, Joseph Kony, remains unobtainable. How can we explain the resurgence of this group?
