Why is Algeria and Iraq in the post-oil risk circle?

Recent reports indicate that there is a " global shift " away from oil, not only on its economic and environmental dimensions, but that it may create financial crises and policy, immigration and conflict disturbances if producing countries are not prepared to cope with this decline.
