The separatist Parti Québécois won provincial elections on Monday, but fell just short of enough seats to govern alone in Canada's French-speaking province, Quebec. The victory comes just two weeks ahead of a vote in Alberta, Canada's economic powerhouse, on whether it wants to begin the process of leaving the country.
